As we gather, we recognize and acknowledge the traditional keepers of this land with whom we share today. The Township of Southgate is a part of the traditional territories of the Anishinaabek, Six Nations of the Grand River, Saugeen Ojibway Nation, Haudenosaunee, and Saugeen Métis. The land that surrounds us is part of who we are as it reflects our histories; may we live in peace and friendship with all its diverse people.

  • Be it resolved that Council confirm the agenda as presented.

  • Be it resolved that Council receive the Township of Wellington North new pool concept as information.

  • Be it resolved that Council receive the Jammin' for Juniors delegation as information. 

  • Be it resolved that Council approve the minutes from the July 6, 2022 Council meeting as presented; and 
    That Council approve the minutes from the July 11, 2022, July 19, 2022 and July 25, 2022 Special Council and Closed Session meetings as presented; and 
    That Council approved the minutes from the July 26, 2022 Special Council meeting as presented. 

  • Be it resolved that by-law number 2022-111 being a by-law to amend by-law no. 2019-053, being a by-law to establish and regulate a Fire Department in the Township of Southgate be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book. 

  • Be it resolved that Council receive Staff Report CBO2022-008 for information; and
    That Council approve a Noise By-law Exemption request for Saturday September 3rd, 2022 from 11 pm to 11:59 pm located at 240245 Southgate Road 24; and
    That Council deny the noise exemption request for Sunday September 4th, 2022.

  • Be it resolved that Council received Staff Report FIN2022-021 Fees and Charges as information; and
    That Council consider By-law 2022-103, being a by-law to establish fees and charges for certain services provided by the Township of Southgate for approval.

  • Be it resolved that by-law number 2022-103 being a by-law to establish fees and charges for certain services provided by the Township of Southgate be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book. 

  • Be it resolved that Council receive Staff Report CL2022-024 for information; and
    That Council appoint Tracey Gonneau to the Ruth Hargrave Memorial Library Board for the remainder of the term, ending 2022.

  • Be it resolved that Council receive Staff Report CL2022-025 for information; and
    That Council approve of the amendments to the Southgate Community Foundation Management Committee Terms of Reference document as presented.

  • Be it resolved that Council receive Staff Report PW2022-041 for information; and
    That Council approve the release of the Public Works RFQ for Hydrovac Excavation / Flusher Truck and CCTV Camera Investigation Services, and the RFT for AVL / Telematics System.

  • Be it resolved that Council receive Staff Report PW2022-040 for information; and
    That Council approve the tender recommendation award of the Dundalk Elevated Water Tower to Landmark Structures Co. in the amount of $6,225,174.00 plus HST; and
    That Council approve financing through the Infrastructure Ontario program for a 20 year term.

  • Be it resolved that Council receive Staff Report PW2022-042 for information; and
    That Council provide feedback on an option to further explore for the long-term future of the Holstein Dam and pond.

  • Be it resolved that Council receive staff report CAO2022-038 as information; and
    That Council receive the Randharr Investments Inc. Phase 1 Draft Subdivision Agreement for the Wilder Lake Residential Development as presented; and
    That Council consider approval of the final Randharr Investments Inc. Phase 1 Subdivision Agreement for the Wilder Lake Residential Development by municipal By-law 2022-113 at the August 18, 2022 Council meeting.

  • Be it resolved that Council receive Staff Report CAO2022-042 as information; and
    That Council approve the updates to the Southgate Affordable-Attainable Housing Advisory Committee’s Terms of Reference document as presented.

  • Be it resolved that Council receive Staff Report CAO2022-041 as information; and
    That Council provide feedback to staff on the possible decisions related to the Southgate Council Lame Duck period. 

  • Be it resolved that Council receive Staff Report CAO2022-042 as information; and
    That Council approve the updates to the Southgate Affordable-Attainable Housing Advisory Committee’s Terms of Reference document as presented.

  • Be it resolved that Council receive Staff Report HR2022-036 for information; and
    That Council direct staff to revise Policy #21 Council Member Compensation, Expenses and Meeting Claims, Guidance and Approval Policy with the direction of using option __ in this report.

  • Be it resolved that Council receive Staff Report PL2022-050 for information; and
    That Council consider approval of By-law 2022-096.

  • Be it resolved that by-law number 2022-096 being a by-law to amend Zoning By-law No. 19-2002 entitled the "Township of Southgate Zoning By-law" be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book. 

  • Be it resolved that Council receive Staff Report PL2022-051 for information; and
    That Council consider approval of By-law 2022-108.

  • Be it resolved that by-law number 2022-108 being a bylaw to amend by-law 19-2002 entitled the "Township of Southgate Zoning By-law" be read a first, second or third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book. 

  • Be it resolved that Council receive Staff Report PL2022-052 for information; and
    That Council direct staff to work with the applicant to address the issues outlined in this report prior to bringing it back for consideration

    OR

    That Council consider approval of the proposed amendments as applied for and direct staff to prepare the Official Plan and Zoning by-law for consideration at the next available Council Meeting.

  • Be it resolved that Council receive Staff Report PL2022-057 for information; and
    That Council consider approval of By-law 2022-109.

  • Be it resolved that by-law number 2022-109 being a by-law to amend Zoning By-law No. 19-2002 entitled the "Township of Southgate Zoning By-law" be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book. 

  • Be it resolved that by-law number 2022-106 being a by-law to establish and lay out a highway within the Corporation of the Township of Southgate be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book. 

  • Be it resolved that Council approve the items on the Regular Business consent agenda dated August 3, 2022 (save and except items _____) and direct staff to proceed with all necessary administrative actions.

  • Be it resolved that Council receive the items on the Correspondence consent agenda dated August 3, 2022 (save and except items _____) as information. 

  • Be it resolved that Council receive the items on the Resolutions of other Municipalities consent agenda dated August 3, 2022 (save and except items _____) as information.

  • Be it resolved that Council proceed into Closed Session at [TIME] in order to address matters related to Litigation or Potential Litigation (Municipal Act, Sec. 239(2)(e)) (Subject: Residential Property Legal Update and Court Decision to Southgate on Awarding Township Costs); and 
    That Chief Building Official Bev Fisher, Public Works Manager Jim Ellis, Clerk Lindsey Green and Chief Administrative Officer Dave Milliner remain in attendance.

  • Be it resolved that by-law number 2022-107 being a by-law to confirm the proceedings of the Council of the Corporation of the Township of Southgate at its regular meeting held on August 3, 2022 be read a first, second and third time, finally passed, signed by the Mayor and the Clerk, sealed with the seal of the Corporation and entered into the by-law book.
